Strict Adherence to US Laws
RA provides grants to Palestinian Non-Governmental Org partners in Gaza in accordance with US law:
RA assures compliance with U.S. Office of Foreign Assets Control (OFAC) rules and regulations prior to making commitments, agreements, grants, or purchases
We sign agreements prior to each grant transfer and require receipts, photos, and evaluations from our NGO partner or neighborhood kitchen before grants are paid
Our Grant Program team reviews these reports prior to approving next commitments — and a second signature from the board is required for grants over $5000
Where possible, we transfer directly to our CBO partner’s bank accounts however, after October 7th, many of our NGO partners found it necessary to route wire transfers in 5k increments through fiscal sponsors
OFAC Review
RA asks our RA’s Non-Governmental CBO Partners to get 3 quotes for any purchase, but given the emergency, we ask them to get started by working with a single vendor who will allow them to purchase on credit. Most partners tend to choose the vendor they have previously worked with on our past programs, as they have already been vetted.
They share the vendor’s name
RA has two team members use the OFAC-Analyzer software to confirm that they are not on the U.S. Treasury Department’s list, using multiple spellings
Together we confirm that RA is in full compliance with U.S. law for purchases from each of these vendors, and we do this prior to making commitments or purchases.
Financial Transparency
Rebuilding Alliance is committed to financial transparency. Our 990 forms, independent audits, and comprehensive reports detailing fund allocation are all available online for public review.
